New swap process to be implemented on Monday

Below is the outbound train process that Belen manage wants to try starting Monday for 30 days to eliminate ITD and hopefully get as close to first in first out as possible. It will not always end up with everyone departing first in first out but we hope it will be close to that as possible. Union officers and company officers will be at the BOC Monday to help with the explanation of the process. The main thing I ask for is that we all give it a chance, it will require at times that crews will have to hand off paper work to other crews who train was runaround or laid down out on the Clovis sub changing what we were called on to a different train. If this helps in lowering ITD and getting closer to first in first out then it will be a success, if it doesn't work then we will revert back to our current process.

Originators and Others:
Crews called on originating or yard trains will depart on the train they were called on.
Crews that are called on a wrong way train (westbound train in FP 1-4 or eastbound train in FP 5-8) will remain on the train they were called on
East Bounders:
Crews on duty will received train orders and board trains in the order that they arrive Aragon
Trains on the fuel pad that are not called prior to arrival, will be called based on expected departure plan
West Bounders:
Crews on duty will receive train orders and board trains in the order in which they arrive Jarales
Trains on the fuel pad that are not called prior to arrival, will be called based on expected departure plan
** Trainmaster or Dispatcher may utilize discretion in swapping crews when unusual circumstances exist in an effort to reduce HOS and train delay.
